THIS is what I wrote back to him.
Replace the IRS with a sales tax bureaucracy? One evil for another.
The issue is, and I played audio of his interview with the Manchester Union leader (NH) newspaper on Thursday, he was evasive in his answer.
Q: How would you eliminate the IRS, Dept. of Energy and the CIA?
RP: "Well I wouldn't have the power to do that and I don't have the details. I wouldn't cut anybody off of programs they have been promised [all of them] but we've got to stop funding this disastrous foreign policy."
Proper [mike church] answer:
. I am going to veto any spending bill that authorizes Medicare, Medicaid and SS and I'm going to address the nation in prime time "My fellow Americans I am vetoing these bills because they are Unconstitutional, usurp the liberty of the People and are the guaranteed liberties AND responsibility of the States as we are instructed in the 10th Amendment to our Constitution.
I have instructed the Treasury Dept. to begin an accounting of each states contributions to these programs in the last fiscal year and I will order them to return those money's to the States and the American People beginning in january of 2009. I have contacted all 50 governors and informed them to convene special Legislative sessions to draft legislation to implement these programs as is their 10th Amendment right AND RESPONSIBILITY.
No Seniors will lose benefits and will enjoy greater, quality care once these programs are designed and implemented at the State level, taking into account local conditions and facilities, incomes and the role of historically benevolent charities. I have instructed the OMB to extend a 3 year funding grant to each state in the form of Block grants. Further I have instructed the Treasury to eliminate the payroll taxes on the American People's wages in the form of FICA and Medicare Taxes. However, SS must be funded for another 40 years to those who were promised benefits and have invested their money.
I have therefore instructed the Treasury to collect an indexed tax on wages of 3.5%. This tax will automatically repeal itself in 2048 at which time the American people will have provided for their own retirements or will have enrolled in a program administered by their state. Further, I have signed an Executive order calling for Congress to pass The Enumerated Powers Act, as proposed by Congressman John Shadegg of Arizona. Until this bill is passed in both houses of Congress I will veto all non-military appropriations bills and will ask for your support in upholding these vetoes.
The Enumerated Powers Act requires Congress to include and explain Article 1, Section 8 authorization for all appropriations, regulations and Agency authorizations. Thomas Jefferson wrote that "liberty conceded is Liberty lost", well tonight I am paying homage to Mr. Jefferson and other Founding Fathers and we are beginning the process of restoring those liberties to their proper repository: The American People.
In the next 100 days my administration will conduct a review of Every Regulatory Act passed since the ratification of the 16th Amendment. Those that do not pass the Test of the Enumerated Powers Act will be eliminated or returned to the states for their Administration. On the 220th Anniversary of the Constitutional Convention which begin our nation’s journey into limited self-government, April 1 2008, I am sending a request to the 50 States to convene a new Constitutional Conventional which shall have as it's goal the passage of Amendment # 28 which shall reaffirm the authority and omnipresence of amendment 10 so there shall be no doubt as to the role of the Federal Government.
Amendment 28 shall further Clarify that the role of Federal Judiciary is to be confined to the powers enumerated in Amendment 11. I have instructed the Attorney General to author impeachment recommendations to be delivered to Congress for hearings for all federal Judges and all the States cases deemed to contravene this vitally important Amendment authored by the Constitutions Father: James Madison.
Any Judge or Panel of Judges that has accepted any case for adjudication that Violates the 11th Amndement will be asked to cite, in writing the Constitutional basis for accepting the case. Our Constitution is clear that IT is the Supreme Law of The Land and I will end the practice of Federally appointed Judges inserting legislation from the bench that renders the Constitution as NOT Supreme.
Senator Barry Goldwater correctly stated the aims of a Goldwater Administration, which, unfortunately, never served. Goldwater’s goals are shared by me, Goldwater said:
“I have little interest in streamlining government or in making it more efficient, for I mean to reduce its size. I do not undertake to promote welfare, for I propose to extend freedom. My aim is not to pass laws, but to repeal them. It is not to inaugurate new programs, but to cancel old ones that do violence to the Constitution, or that have failed in their purpose, or that impose on the people an unwarranted financial burden. I will not attempt to discover whether legislation is ‘needed’ before I have first determined whether it is constitutionally permissible. And if I should later be attacked for neglecting my constituents’ interests, I shall reply that I was informed their main interest is liberty and that in that cause I am doing the very best I can.”
